A SUPPLEMENT IS
A CORRECTION.
If the initial estimate was written properly, there is nothing to correct.
That is the point. The value is not in how large the supplement is. It is in the total the file supports, whether that total comes from the initial or from the supplement.
Most of the time the initial was not written at the shop at all. It was written by a carrier appraiser in a customer's driveway, at a drive-in site during a CAT, or on a DRP file before the full repair was visible. Those are conditions that make a complete estimate genuinely hard to write, not people doing a bad job. A large supplement usually means the first pass happened before anyone could see the whole car.
Anyone who has run an estimating department already knows this.

I wrote a car in a parking lot on an overcast Tuesday morning, which by outdoor standards is as good as it gets. I called the hood around forty. Two days later the same car came into a bay under a PDR light with everything else off. The hood was over ninety. The roof went from about sixty to past a hundred and thirty.
Nobody added dents overnight. An overcast sky puts no defined line on the panel, so there is nothing for a dent to bend. Move a hood two count bands and you are explaining a large correction to somebody who watched you write the small one.
